1. Cut a circle 4 inches in diameter from felt (to add color and pattern, we dyed our felt with food coloring).

2. Cut the pipe cleaner so that it’s 4 inches long and glue down the center of the back of the circle.

3. Bend the felt in half so that the pipe cleaner is inside the cookie.

4. Next, angle the ends of the pipe cleaner toward each other, bending the wire at its halfway point to form a fortune-cookie shape.
